Terrible landlord, never responds, never fixes problems

I have never once spoken to or met Stuart, even after living there for over 2 years. He sends the non-English speakers to make repairs, so when they come to fix the problems, they cannot understand what the problem is, and it is never truly corrected, and we are unable to communicate. We send emails to his assistant, Hunter, who is supposed to address the problems, but only periodically responds to emails. When he does finally respond, he never cares and it is never urgent. We did not have hot water for 33 days, and did not have heat for 12 days in the middle of winter when the temperatures were a high of 20 degrees every day. We have had gas leaks, pipe bursts, mold, no heat/hot water, and water leaks. All of these problems were due to negligence and improper installation or appliances or improper repairs.
