PLEASE READ CAREFULLY! I recently rented from phyllis, I was only there for a few months, however renting from Phyllis was one of my worst experiences I’ve ever had!! Within one month of renting from her, I noticed that she had a mice infestation! I came home from work one day and turned on the sink and a mice ran out! I dealt with a mice infestation for the majority of the time I lived there. Thats only the jist of it, this old lady doesn’t pay her bills! As you see in one of the pictures, there is a overdue peco bill! She constantly has the utilities cut off, she doesn’t even have a rental license or a zoning permit to rent these properties out! I wish I wouldve read these reviews before renting from her because everything everyone has wrote is 100% accurate! She’s a old, rude, greedy Jewish lady who comes off as pleasant but soon as you text or call her about issues with your unit she ignores you! Since she doesn’t have a rental license, she doesn’t have no legal recourse. So if she wants to evict you she cuts off all the utilities so you have no choice to move! Please do not waste your time and money dealing with her!!!!
Grade A slum lord seriously can’t believe she is still operating WITHOUT being a licensed landlord in Philadelphia. Know the law guys and don’t take her stuff, report her to the city the law is in renters favor in her out of code (unsafe) properties. If she tries to get you to put ANY utilities in your name (which she will because she never pays them so you constantly get disconnected) call and report that to the City!! she is required by law to maintain utilities IN HER NAME when only renting rooms and she CAN’T charge you for the usuage either , because there is legally no way to individually meter rooms so there is no way to know if one room is overpaying or underpaying for electric service . This is why most room rentals are typically utilities included. You’re also required by Philadelphia law to have basic life services at all times (electric,gas and water) so if they ever get disconnected CALL THE CITY 311 number to report it! Be aware of the laws and call 311 to ask any questions or report! STAY AWAY FROM THESE SCAM ARTISTS
Her property manager dawn is a real scammer, she holds security deposits and lie about it, she and Phyllis are running a ponzi scheme business, don't trust this landlord, when I called the real estate commission of Pennsylvania they told me that dawn zamagni (her property manager ) is not licensed and thus she faced a felony charges for practicing real estate without license. whereas Phyllis was ordered to cease and desist hiring illegal practitioners. be aware everybody. this is a big No No.
I would never rent from Phyllis weinstock, she never return deposits, she is anti gay, work never done in term of repairs, trouble with tenants all the time. You better keep receipts of your rent koz she does bad bookeeping, she ask me once to pay a rent several months after it was paid, and because I lost the receipt, she took my deposit. Really ugly black widow vampire.

I have had a draft in my bedroom window since I moved in, which would make the room very cold (+/- 55 degrees) at night during the winter. Never fixed it. A lot of roaches coming out of the walls in the kitchen. She doesn't care to fix it. The fan in the bathroom vent is making some loud noise - they keep saying they will fix it and never do. Phyllis never wants to repair anything. All she cares about is showing houses and selling them. Also, she changed the term of the lease without letting us know and stopped paying the utilities bill which led to PECO shutting us off for an entire week (No lights, no hot water to shower, no stove to cook). Do yourself a favor and find a better landlord.

It has been three years since Ive rented with Phyllis, I have tried to contact her on a multiple occasions since then and she STILL has not responded. Phyllis owes me 500 dollars for my security deposit. She messaged myself and my roommates all the "damage" in the house and said we were each responsible to pay for the damage in our own rooms. My room had zero damage listed on HER list and I still did not get my security deposit back. She is a scam. A slumlord. She only cares about her big money home sales....not about the students she rents to. STAY AWAY FROM HER. She should be in prison.
Phyllis is the worst! if you wnt to rent from her you are digging your own grave. She was rude, FAKE and disrespectul. I once woke up with a MOUSE IN MY BED!!!!! Our apartmet was full of them! Those are the only tenants she maintains! Promises were made, NONE were followed. STAY AWAY, STAY AWAY and STAY AWAY more!!!!
I signed a fice month lease for the spring semester. It hasn't even been one month and I have seen mice on four different occasions crawl around the kitchen area. There are so many holes in the wall. When I notified Phyllis I was told that it's my problem because I'm a pig and that I must pay for the exterminator. She doesn't give a SH1T about you after you sign. So sad that I must move after one month because this is unsanitary. Obviously I will be suing for my deposit. Do not give them any money. Don't be afraid to run! The law is in your hands!!
RUN AWAY AS FAST AS YOU CAN! Unresponsive.. Cheap.. Manipulating.. Dishonest.. Nasty.. unreliable.. just a few words to describe Phyllis Weinstock. A total scam artist. She completely takes advantage of the young adult college students that rent from her. She does not return calls... she makes up $ amounts for repairs she claims took place.. she manipulates the things you say to her or ask her for.. she is currently trying to steal our security deposit for "repairs she made" aka DIDNT MAKE and for "damage to the apartment" THAT WAS THERE WHEN WE MOVED IN.. this woman is a total nightmare. A true life.. real deal slumlord!! I do not have a nice word to say about this lady. DO NOT LEASE FROM HER... YOU WILL BE SORRY!!! As far as the ONE AND ONLY good comment below.. after dealing with her back and forth for so long.. it is CLEARLY HER. Her wording is unique! All of us reviewers cant be wrong.. read this..think .. and make a smart educated decision. PHYLLIS IS A DISASTER!!
Phyllis does not follow Philadelphia code for her properties. She has things in her leases that are illegal. She does not respond to calls, emails, texts. She will harass you (and your parents) at all hours of that night once you report her to the city. She lies about damages. She lies about mailing the water bill each month just so she can charge you late fees when your lease is up. Stay away from her. If you do sign with her don't take her shit. Be aware of the law!!!
I read the positive review on here and couldn't stop laughing. That is obviously written by her. This is a website for college students to review the landlords. There aren't families who deal with her on regular basis in this arena. That being said, she is FANTASTIC at the sell of the place. She is a real estate agent after all. After that you'll have nothing but problems. Dirty, gross, drafty, broken. All words to describe the properties she owns. Honestly, she cares only for your money and only about you if you will sue her. DON'T RENT FROM PHYLLIS!
If I could give this lady all zeros I would. Lived in one of her houses on park ave a couple of years ago. She let a cat in our house and then took pictures of it trying to say it was ours and we had to pay for all the months it had been there. We called her out, but it was still a battle. Also our basement pipes broke and covered the floor in shit.. After calling for days nothing happened until one of our parents called threatening lawsuit since half of us were getting sick. Literally living in shit. Her husband isn't a ball of joy either. Steer clear. I guarantee she wrote the good review on here.
Only rent from these people as a last resort. She will want you to put all utilities including water into your name, while overcharging you rent. My apartment was FILTHY when I moved in. Bugs mice and a host of appliance problems. Her properties are dirty and run down. Her prices are too high. It is not just 1 group of disgrunteled renters. There is a reason her properties have a high turnover rate, everyone moves out as soon as the lease is up.
First, I would like to say that I have NEVER posted anything else on this site or on any site similar to this. Phyllis was very nice when we first met about viewing places. Almost immediately after moving in, the lies began to roll off her tongue! There were plenty leaks in my apartment and she ALWAYS claimed that a roofer was "just out"... no roofer was ever there. Basically she's good at the beginning steps of getting a place, but after you sign, she always has an excuse for why something's broken or why something doesn't work or why after you've called 20 times that somebody still hasn't shown up. She also doesn't understand that it's not ok to share personal business. She likes to share information about other tenants to you and try to get information about other tenants from you. She's just very sneaky, dishonest, and greedy! She even tried to bribe tenants to post "good" reviews on this site once she saw maybe the first 3 or 4 go up. DON'T DO IT! You'll be glad you listened!
The review below was CLEARLY written by her!! This is the worst landlord I have EVER dealt with!! She promised lots.. delivered NOTHING!! RUN AND RUN FAST! The apartment was dirty.. doors were left WIDE OPEN.. nothing she said would be done was done.. didnt even have a toilet installed. STAY CLEAR OF THIS NIGHTMARE!!
As the title says - sometimes you need to look at the landlord, and sometimes you need to look at those reviewing the landlord. In this case I would say that Phyllis is a responsible and generous person...sometimes generosity can bite you in the you know what...she has helped people that had no other place to turn for good housing. She is a great agent, and my family has been doing business with her for years. She has served us well and I would gladly endorse her without a second thought. Don't listen to the multitude of reviews that are obviously written by the same angry person or group of people with an agenda...Phyllis is a great option!
I sincerely hope that she reads these reviews and changes the way that she treats and handles business with people. She is a pretty nasty lady and I do not think that renting to college students and other young people is a good idea for her. She has tons of negative qualities and I would not suggest her to my worst enemy.
If I could give her scores in the negative i woud totally do it! She is the definition of slumlord and crafty! I moved into one of her 'new' apts on 18th and dimaond and have constant nightmares of the day I signed a lease with her. She was nosy,CHEAP and disrespectful. I would rather have lived in a shoe box than have her as my landlord.STAY AWAY!!!
I agree - Phyllis knows how to wine & dine the people looking at houses. Once you sign her lease, however, the honeymoon is over. First off, the houses she owns are poorly constructed. As a couple of college kids looking for their first place off campus, we didn't know any better. Within the first few months there were issues with leaking, locks, the refrigerator & the washer/dryer - you'll also get the standard "I don't know why that's happening, none of the previous tenants had problems!" Getting ahold of her was a nightmare. She just would not return phone calls and, if you got through, you'd have to deal with her headache of an assistant who just instructs you to send her an email. The tenants pay for most bills, including water, and invoices from the bills under Phyllis' name (in our case it was Peco) were just scribbled on the paper and mailed to us. They were near illegible. In the end, we moved to a nicer and cheaper house on the same block. My advice? Steer clear.
At first, Ms. Weinstock was great (friendly, responsive, funny). After just a few weeks of living in one of her properties, I got to understand what she was really like. She shared personal information about several of her other tenants which is really unprofessional. She never thinks she does anything wrong and puts the blame on everyone but herself when you notify her about issues. I'm sure she is a good person but she should not rent houses to college students. She is completely money hungry and I would not suggest renting from her at all.
Phyllis comes off as a nice woman but once you move in, all hell breaks lose...She has a "maintenance" guy is just sloppy and doesn't even come by to fix anything! She is very very very cheap. All she does is have the walls painted when you first move in...doesn't mop or shine the floors, cleans the rooms, etc. Broken things from the past tenants are still left for the new ones. She is possible the only landlord that I know what makes the tenants pay for water. I just would suggest not renting from her at all.
I would definitely not suggest this landlord. She is infamous for not returning security deposits, is very nosy, and shares all of her tenants' personal business with other people. My neighbors' house was broken into and she did nothing to help fix the issue. There have been several issues and repairs that have been needed such as leaky roofs, a flooding basement, broken appliances and many other issues. She is by far one of the cheapest people I have ever met and goes out of her way to make repairs to the house in the least expensive way possible, which usually means that things are continuously broken. She is nice at first and once you give her your money she turns into a completely different person. Stay far away from this landlord.
