Do not rent from Jim Hasty, the landlord and owner of this property. We were tenants there for 4 years. He is a liar, cheat, and will do whatever he can to take advantage of his tenants. He owns multiple properties in the Miller Hill community. These are the facts:
1. He will tell you that he promises to never raise the rent by more than 5% (he even wrote it down in our original lease agreement) but then will claim because of tax purposes that he needs to raise the rent by over 12%!
2. He waited until after the lease expired to present us with a new lease with the proposed rent hike even though Oregon law requires 90 days notice (I even requested a new lease from him 30 days prior but he said he was on vacation). He then requested that we immediately respond.
3, Portland law requires that a landlord pay $4,500 in relocation fees if rent is raised by more than 10%. He refused to acknowledge this and claimed we were squatting since the original lease expired, even though he did not give us the proper 90 day notice or present us with a new proposed lease on time.
4. Only after we threatened to take him to court did he give us 90 days to move out.
5. He flat out lied and said Oregon requires tenants to pay for carpet cleaning upon moving. After doing research we found out that landlords can only charge carpet cleaning if it is specifically put in the lease. Again he only agreed to not deduct this from our deposit after we threatened to take him to court.
6. After doing the walk through, he claimed garbage was left on the property even though he did not say anything about this during the walk through (there was no garbage left). This also took him 4 days to bring to our attention, I guess the garbage miraculously appeared.
7. He promised he would return our security deposit as soon as he returned home, this was 17 days ago and we still haven't received it.
We had multiple issues with repairs while we lived there and he was always slow to respond, most times insisting to get 4 or 5 bids before even sending someone out to look at the problem. He would ask us to do the repairs (change the locks, fix cabinets, even stain the deck) before having a professional come and look at it.
