Prior to moving into the apartment there were slight discoloration stains and blotch marks left in the carpet of my bedroom. I was informed that these were two year old carpets (4 years old by the time of moving out) which had been cleaned. They were clearly not cleaned. I had an area rug covering the carpet for my entire two years there to prevent further staining and to avoid walking on an unclean carpet left by the landlords. The hardwood floors also had more than just scrapes and scratches left in it. In numerous areas through both the main and lower levels, gunk was stuck into the hardwood. Govberg claimed we left them there when they were there since day one. The company is now asking me to pay an additional $413 for a carpet replacement on top of my full $500 security deposit for stains and damages left by previous tenants. The unit was also full of cracks in the ceilings and small holes in the wall that we made note of before moving in. They claim that the property was in perfect condition alupon move-in day and claimed that we are responsible for damages that we have picture evidence of from day one. The house also feature such design flaws as having airvents on the floor in areas that you cannot avoud walking, thus damages were inevitable. Another feature was the large 6 by 10 inch hole in the floor of my bedroom that went about 5 inches deep that they had the genius idea of covering with carpet and claiming it wasn't there. I almost rolled my ankle in it since I had no idea it was there and they did nothing of it. Stay away from them. They are leeches and terrible landlords. The only likable person employed there was Anthony, the maintenance man.
There are great people working at Govberg, they made it easy to pay my rent in-person, responsive to maintenance requests, and even moved the trash bins for us! Halfway through my lease the property management company suddenly switched to Hartsville Realty on less than a 12 hour notice. (Left a separate review for Hartsville, but they were absolutely terrible with maintenance/communications, and none of my roommates got their security deposit back.)
If I could rate zero stars I would. Staff is unprofessional and they are quick to charge fees for miscellaneous things, even though they don't abide by state laws or the lease. My security deposit refund check was not returned within 30 days. When I did receive the check, over $300 was deducted in cleaning fees - even though I cleaned the unit prior to move out. In the state of PA, the tenant is responsible for DAMAGES not cleaning costs associated with preparing a unit for a new tenant. They said they couldn't provide me with receipts or invoices for absurd charges, like $60 to replace light bulbs (that weren't even missing or broken). They also charged me late fees for unpaid late fees. I have had numerous complaints and issues with this company from the day I moved in. From entering our unit without notice to not being responsive to our concerns. Bad business and poor customer service.
Awful realtors, didn't fix several problems we had with our windows, dryer. They charged me like $130 for a few smudges of re-painting. The oven and bathrooms weren't cleaned before we went, and they threatened to charge us for this. They charged us for trash that wasn't ours during the summer. They charged for the washing machine leaking when this is a mechanical issue that wasn't even our fault, and they claimed that this occurred "during the summer" while no one was at our apartment. The dishwasher malfunctioned often too. There was a month when my roommates had no hot water, and several days throughout the year when the hot water stopped working. They also came in unannounced several times to show off our apartments. Basically get Govberg if you plan to throw away your security deposit.
