The owners is/was Paula Broadwater and the manager is/was David Hill. I had a pretty bad experience. For the first month and a half of winter (winter according to NYC law, when the landlord must provide heat) I did not have ANY heat in my apartment. The radiator did not make a sound or release any heat. I emailed and argued with Mr. Hill, who claimed several times that I was somehow misinformed about the radiator. During this month and a half I would often leave the apartment to study elsewhere because of the heat problem. He finally fixed it; when I demanded to pay $100 less in rent due to the month and a half without this essential service, he continued to argue and was apparently not convinced that this was appropriate. He did not seem to care about his tenants at all because he could not somehow comprehend that a month and a half without heat constituted a lack of service.
Secondly, his workers broke my window as they worked to renovate the entrance to the building. Therefore for the last three to four months of my stay, water would leak into the apartment when it rained.
Thirdly, he promised to return my security deposit as soon as I left. After I moved out, he COMPLETELY disappeared. No email responses. No phone call responses. No text message responses. Extremely deceitful and shameful behavior in my opinion. Anyway, I ended up sending him a letter in the mail. Again, no response. Then I sued him in a small claims court and had to go to court on three separate occasions until I finally settled on an amount LESS than the full security deposit. I settled because I didn't have the stamina to keep going to court as I have a life to live. Apparently, he was miffed that I hadn't paid the $100 due to the lack of heat. These $100 apparently were cause enough in his mind to disappear and apparently to keep my entire $1,100 security deposit. Uncivilized behavior.
Fourthly, he actually never submitted my security deposit to a bank as required by NYC law and NYC housing guidelines. He never gave me a deposit slip with the amount and banking institution where my money was deposited. Overall, I think you should try to find a different landlord than Paula Broadwater and David Hill. I did not have a good time.
