Slumlord Whose Cheapness Poses a Grave Danger to All Tenants

A budding slumlord who knowingly turned on a defective boiler releasing carbon monoxide over several months, in spite of numerous complaints over 6+ month period, intervention from the fire department, Dept of Buildings, and other government agencies. We have not had heat since the beginning of heat season as he refuses to complete repairs. He installed carbon monoxide detectors in the hallways rather than buy tenants carbon monoxide detectors for each room of their apartment. Then he admitted to removing batteries from the detectors because the "sound was annoying." It is pretty sad because he has inherited these buildings from his father. They are pre-war and the mortgage has been paid off. Yet, his greed, total ineptitude, and total disregard for the lives of the tenants, 90% of whom are long-term black tenants, is running each building to the ground. He witnessed the fire department put on oxygen mask on the only infant who lives in the building after the fire department was called due to carbon monoxide. This did not move him to permanently shut off the defective boiler. Instead, he turned the boiler on intermittently to avoid fines from the housing department regarding heat. This was so dangerous that Department of Buildings posted a notice on his boiler (see photo) threatening him with arrest if he turns it on again. He should not be a landlord. His company goes by 182 New York Realty and Balcony Management.
