Building is very old with extremely poor thermal insulation, AC cost during the summer is very high to keep the apartments cool and landlord is simply not running centralized heating during the winter to save on utility expanses. You have no control over the heat and are at mercy of landlords mood every morning, either they're going to run it or not. Halls are rarely cleaned and tenants saw cockroaches and mice multiple times. Keep away from this place for your own health sake
